In order for Telecom Operators to charge users for downloadable content and online services the device must include a WAP browser that includes the WAP transport protocols.

The WinWAP 4.x for Windows Mobile browser, which is WAP 2.0 and backwards compatible, provides the means for using a Telecom Operator WAP Gateway/Proxy which is required for the Telecom Operator to charge users for mobile content like downloaded ringtones, pictures and services used. Additionally the browser provides limited HTML capabilities allowing users to view the content of most traditional non-WAP websites as well.
